What is ‘The Promise’?

In 2020, following the Independent Care Review – a three-year process that included the voices of over 5,500 people, including care-experienced children, young people, and adults – Scotland made ‘The Promise‘.

Scotland promised to ensure that all children and young people in care will grow up feeling loved, safe, and respected, aiming to achieve ‘The Promise’ by 2030.

‘The Promise’ has five foundations, shaped by the lived experiences of care-experienced individuals, highlighting the key changes needed in Scotland’s care system.

Below, we explore the five foundations and the steps Fosterplus Scotland is taking to #KeepThe Promise.

1. Family – Keeping families together

If children are safe and feel loved by their families, every effort should be made to keep them together. This includes providing sufficient support to families when they face challenging times.

At Fosterplus Scotland, we work towards this foundation by facilitating family time between children in our care and their families, supporting reunification wherever possible.

2. Voices – Listening to the voices of children in care

Children should be at the core of their care, and adults must actively involve them in the decisions that affect their lives. Their voices should shape their support, and they must always feel heard, understood, and valued.

At Fosterplus Scotland, we listen to our children and ensure their views are respected. Our training provides our foster carers with the knowledge and skills they need to communicate with children in their care, understand their specific needs, and advocate on their behalf.

We celebrate diversity, respecting each child’s individual background and encourage them to explore their identity, culture and beliefs. During the matching process, we also do our very best to connect children with foster families from similar backgrounds, supporting them in developing a sense of self and belonging.

3. Care – Providing loving, nurturing and stable homes

When a child is unable to stay with their family, they should, wherever possible, continue to live with their siblings. They deserve a loving, stable home where their needs are met and where they can stay for as long as they need.

At Fosterplus Scotland, we are proud to be leaders in the matching process. Our referral teams work tirelessly to ensure children are matched with the right families – families that listen to them, love them and provide the stability they need to thrive.

4. People – Promoting connections

Not only should children in care be supported to maintain the relationships that are important to them, but they must also have opportunities to build new relationships that have a positive impact on their lives. The adults involved in a child’s care also need chances to develop connections that support them in providing the best care.

At Fosterplus Scotland, we believe in the power of connection and have seen first-hand the positive impact it has on both children in care and those who care for them. That’s why all our children have access to support groups and events where they can build relationships with other children who share similar experiences and backgrounds.

We also help our foster carers connect with others, hosting regular meet-ups and events where they can build relationships and access a wider network of support.

5. Scaffolding – Ongoing support

Children in care, their families, and those who care for them must all receive ongoing, wide-reaching and accessible support that meets their changing needs.  

At Fosterplus Scotland, our children and their foster families receive tailored support. We carefully match children with families who can fully meet their needs. For example, if a child has a disability, they’ll join a family with the necessary experience and training to support them effectively.

Our team of fostering professionals – including social workers, therapists, education advisors, care professionals, and medical advisors – are dedicated to caring for every aspect of a child’s well-being. We also make sure our foster carers receive ongoing support at every stage of their fostering journey.
